Victorian concessions in detail
Annual Electricity Concession:
Benefit | A year-round 17.5% reduction on electricity bills, that applies to all charges apart from the first $171.60 of the annual bill. Households with very high electricity bills need to apply for the Excess Energy Concession to continue to receive a concession on their bill. |
Eligibility | You must hold one of these cards*:
- Pensioner Concession Card issued by Services Australia or the Department of Veterans' Affairs
- Health Care Card issued by Services Australia
- Department of Veterans' Affairs Gold Card.
*Health Care Cards in the name of a child are ineligible for this concession. The primary card holder must be the decision maker or account holder of the account. The concession only applies to your principal place of residence and your account must be a residential account. |

Life Support Concession:
Benefit | A discount equivalent to 1,880kWh (470kWh per quarter) of electricity per year for eligible life support equipment. |
Eligibility | You must:
1. Have one of these life-support machines in your home^:
- Oxygen concentrators
- Haemodialysis machines
- Intermittent peritoneal dialysis machines.
If your machine isn't listed here, and you believe it’s eligible#, please call the Concessions Information Line on 1800 658 521.
2. Hold one of these cards*:
- Pensioner Concession Card issued by Services Australia or the Department of Veterans' Affairs
- Health Care Card issued by Services Australia
- Department of Veterans' Affairs Health Card.
^ If you have any type of machine prescribed by a doctor for life support purposes, you must register for life support. See ‘How to apply’. # Eligible machines are those that use over 1880 kWh per annum. * Health Care Cards in the name of a child are ineligible for this concession. How to apply | If you have a life support machine that is eligible for a concession or any other type of machine prescribed by a doctor for life support purposes:

2. Your completed Medical Confirmation Form must be: - Certified by a medical practitioner

Medical Cooling Concession:
Benefit | A 17.5% discount on electricity bills between 1 November and 30 April (inclusive) each year. If you’re eligible for the Medical Cooling Concession, you’ll also receive the Annual Electricity Concession.

Eligibility | You must:
1. Hold one of these cards*:
- Pensioner Concession Card issued by Services Australia or the Department of Veterans' Affairs
- Health Care Card issued by Services Australia
- Department of Veterans' Affairs Gold Card.
2. Have a qualifying medical condition as determined by the DFFH. Qualifying medical conditions include:
- Multiple sclerosis
- Lymphoedema
- Parkinson’s disease
- Fibromyalgia
- Motor neurone disease
- Post-polio syndrome/poliomyelitis
- For any condition not listed here, see ‘How to apply’.
*Health Care Cards in the name of a child are ineligible for this concession. The primary card holder must be the decision maker or account holder of the account. The concession only applies to your principal place of residence and your account must be a residential account. |

Excess Energy Concession:
Benefit | A concession amount on usage that’s over the limit of the Annual Electricity Concession or the Winter Gas Concession. |
Eligibility | You may be eligible if:
1. You receive the Annual Electricity Concession or Winter Gas Concession on your energy bills#.
2. You approach or exceed the annual limit of these concessions.
# If you receive the Life Support Concession or the Medical Cooling Concession and you reach the trigger level amount, you’ll automatically receive the Excess Energy Concession – no need to apply. |
How to apply | 1. Complete the Excess Electricity/Gas Concession application form we’ll send you when you approach or exceed the annual limit.
2. Send the form to the DFFH who will process your application (this can take up to 4 weeks) and notify us. We’ll then calculate the Excess Energy Concession and apply it to your energy bill. |

Winter Gas Concession:
Benefit | A 17.5% reduction on gas bills between 1 May to 31 October each year. (It doesn’t apply to the first $62.40 of this six-month winter period gas bill.)
Households with very high bills will need to apply for the Excess Gas Concession to continue to receive a concession on their bill. |
Eligibility | You must hold one of these cards*: - Pensioner Concession Card issued by Services Australia or the Department of Veterans' Affairs
- Health Care Card issued by Services Australia
- Department of Veterans' Affairs Gold Card.

Utility Relief Grant Scheme (URGS):
Benefit | A grant that goes towards paying your energy bills (see here to find out how much). You can only apply for this grant once every 2 years.

Eligibility | You must:
1. Be part of a low-income household (we may ask some questions to check if you’re eligible) or hold one of these cards*: - Pensioner Concession Card issued by Services Australia or the Department of Veterans' Affairs
- Health Care Card issued by Services Australia
- Department of Veterans' Affairs Gold Card.
2. Have no way of paying your energy bill without help.
3. Meet at least one of these conditions: - You or someone in your household has experienced family violence
- You’ve had a recent decrease in income (e.g. you’ve lost your job)
- You’ve had high unexpected expenses on essential items
- The cost of shelter is more than 30% of the household income

Life Support Rebate:
Benefit | Rebate amounts are specific to each machine and can be found on the application form.
You need to re-apply for this rebate every four years. |
Eligibility | You must:
1. Be a NSW resident (and the rebate can only be applied to your primary place of residence).
2. Use one of these life support machines^ (or someone living with you uses it): - Power wheelchairs for quadriplegics
- Positive airways pressure (PAP) device
- Enteral feeding pump
- Phototherapy equipment
- Home dialysis
- Ventilators (does not include nebulisers, humidifiers or vaporisers)
- Oxygen concentrators
- Total parenteral nutrition (TPN) pump
- External heart pump.

1. Be a NSW resident (and the rebate can only be applied to your primary place of residence).

3. Have received the Federal Government Family Tax Benefit (FTB) A or B for the previous financial year.
4. Have had your entitlement to the FTB payments finalised by Services Australia.

Eligibility | For NSW residential customers who are experiencing difficulty paying their energy bill as a result of a crisis or emergency situation. The rebate can only be applied to your primary place of residence.

Eligibility | You must:
1. Hold a Commonwealth Seniors Health Card - Your eligibility status will be checked as at the date of an application being received.
- The name on the card must match the name of the primary account holder on the electricity account.
2. Be a NSW resident: - The electricity account must be for your principal place of residence.

You’ll need to provide Service NSW with your: - National Metering Identifier number (NMI) which can be found on your electricity bill.
- Commonwealth Seniors Health Card number and expiry date.
- Electricity retailer’s name (Momentum Energy).

- Health Care Card issued by Services Australia
- Department of Veterans' Affairs Gold Card (and receive the War Widow/er Pension or special rate TPI Pension)
- Queensland Seniors Card
- Asylum seeker status (residents will need to provide their ImmiCard details).
2. Be the electricity account holder.
3. Live alone or share your principal place of residence with (only): - your spouse
- other people who hold a Pensioner Concession Card or Queensland Seniors Card
- other people wholly dependent on you
- other people who receive an income support payment from Services Australia, the Family Assistance Office, or the Department of Veterans' Affairs and who do not pay rent
- other people who live with you to provide care and assistance, and who do not pay rent.
4. Declare that nobody other than casual visitors share the residence with you. |

Home Energy Emergency Assistance Scheme (HEEAS):
Benefit | A one-off payment available once every two years to households facing a short-term financial crisis or unforeseen emergency. |
Eligibility | You must:
1. Be financially responsible for paying the energy bill in your household.
2. Either: - hold a current concession card (Health Care Card / Pensioner Concession Card / DVA Gold Card) or
- be part of Momentum’s hardship program or have set up an active payment plan with us, or
- have an annual combined income of equal to or less than the Australian Government’s maximum income rate for part-age pensioners (contact Centrelink for details of the maximum income rate).
3. Have experienced: - a substantial decrease in your household income (e.g. loss of employment, family separation, illness, injury or disability), or
- high unexpected expenses on essential items.

2. After we’ve confirmed you meet all eligibility criteria, we’ll send you an application number from Smart Service Queensland and a partly-filled application form.

South Australia concessions in detail
Energy Bill Concession:
Benefit | A concession amount provided for each bill, which varies depending on the number of days in the billing period. You'll find more details here. |
Eligibility | You must:
1. Be the electricity account holder (and the concession is for your primary place of residence).
2. Not live with anyone who has an income of more than $3,000 per year unless they’re your spouse, domestic partner or dependent, or they receive an allowance from Services Australia or Department of Veterans' Affairs.
3. Hold an eligible concession card or receive an eligible Services Australia payment. The list of eligible cards and payments can be found on the Energy Bill Concessions page on the SA Government website.

Emergency Electricity Payment Scheme (EEPS):
If you’re experiencing payment difficulty, you may be able to get more help from ConcessionsSA. To find out more, see the South Australian Government’s Financial Aid page, and contact a financial counsellor to discuss the options that best suit your circumstances.
Medical Heating and Cooling Concession:
Benefit | A set concession amount each year (in addition to the Energy Bill Concession). The amount of concession on each bill will vary according to the billing period. You'll find more details here. |
Eligibility | You must:
1. Have a certified medical condition (or be the parent or guardian of someone with a medical condition) that requires heating or cooling to prevent severe worsening of the condition.
2. Provide certification from your medical specialist or general practitioner that the medical condition is severely worsened by hot or cold weather.
3. Use an air conditioning unit at that address to meet their medical heating and cooling requirements.
4. Be financially responsible for the full or part payment of the energy bill.
5. Live at the address on the application form.
6. Hold an eligible concession card or receive an eligible Services Australia payment. The list of eligible cards and payments can be found on the Medical Heating and Cooling Concessions page on the SA Government website.

2. Have it certified by your medical practitioner.
